Summary0031495: tvOS: Device dictates the maximum game speed according to the display it's connected to, can we change this?
DescriptionThe tvOS device itself seemingly imposes a maximum game speed of what it detects the monitor/TV as or potentially what is set in the device's settings panel, which then makes games run at odd timings if the display is not capable of 60hz.

We should see if we can break the link between game speed and refresh rate on this platform, so then a game could still update at 60FPS, but only draw 30, etc.
Steps To Reproduce1. Run a 60FPS game on a tvOS which is connected to a 24/30/50hz output.
2. Observe the game is now capped at the display speed and so it running slowly.

This is fundamental to how GMS works, just like you were running on a PC you need to be able to handle different update rates - you need to write your game code to do this, we can't do it for you.
