Summary0031481: General: Drawing to the GUI layer with non-sprite functions with depth < -15998 are not drawn
 Drawing to the GUI layer any draw_ function that is not a sprite function, to depths below -15998 will not be drawn.

This only affects Windows and XboxOne. other platforms draw correctly.

This is different behavior to earlier versions of GMS2
Steps To Reproduce1. Import attached project
2. Run project for windows
3. Observe that all sprites are drawn with text, arrow and rectangles
4. Open object15998 (it is the parent)
5. Change draw event to drawGUI event
6. run again and observe that only object at depth -15998 draws the text, arrow, and rectangle. observe that all sprites are drawn
