Summary0031368: Physics: Object editor-defined fixtures not binding properly if physics world created in code
 When a physics world is defined via code, fixtures that are defined via the object editor are not created and bound to instances; only fixtures created and defined via code are bound

 The attached project has draw events in both objects so that the physics debug can be shown
Steps To Reproduce1. import attached project
2. Run project
3. observe that only the circle object (whose fixture is created in code) is shown
4. open room0
5. select Uses Physics in the room properties
6. run project
7. observe both objects are shown
