Summary0031267: Manual Content: All uses of single quotes for function arguments need to be replaced with double quotes

The IDE requires double quotes for function arguments, rather than single quotes as the manual suggests on some function pages. Right now, if someone copy/pastes the manual's example code into the IDE they will see the syntax highlighting is wrong and they have an error on that line of the code editor now.

E.g.: url_open_full( '', '_blank', 'resizable=0, height=200, scrollbars=0');


- The manual should be changed to show double quotes for all affected function pages. E.g., for the example above: url_open_full("", "_blank", "resizable=0, height=200, scrollbars=0");
Steps To Reproduce1. Open manual
2. Go to url_open_full
3. Scroll to the example at the bottom of the page
4. Paste into IDE
5. Observe errors
6. Paste in double quotes
7. Observe working correctly
Additional InformationI have no idea how many other instances of this occur within the manual

This is correct in GMS2 we deprecated the use of single quotes on strings... the manual should be checked for other occurrences.
