Summary0031203: Steam: We ship steam_api.dll v1.35 as part of the Windows runtime, incorrectly use this when building for VM
DescriptionWe ship a Steam library as part of the Windows runtime and then incorrectly use this when building for VM. YYC does not use this - it correctly uses the copy in your Steamworks SDK install folder.

Expected: No steam_api.dll should be in the runtime. Both VM and YYC should rely on the user having installed the Steamworks SDK.
Steps To Reproduce1. See your C:\ProgramData\GameMakerStudio2\Cache\runtimes\runtime-[whatever]\windows folder
2. Build any project for Windows VM when Steam integration has been enabled in Game Options (Main and Windows)
