Summary0031073: Windows: window_set_size() causes the window to fill white each time it is called, can cause flashing if used repeatedly
Descriptionwindow_set_size() causes the window to fill white each time it is called, which can cause nasty flashing if this function is used repeatedly. Enabling Vsync, whether allowing resize is on/off, and whether the room is set to clear the view/background all have no effect.

Note that only some GPUs reproduce this issue in our testing -
NVIDIA GTX 2070 Super does
NVIDIA GTX 970 doesn't
NVIDIA GTX 950 does
AMD HD7700 series does
Steps To Reproduce1. Import and run the attached sample for Windows
2. Hold either the up or down arrow keys.
3. Observe the nasty flashing effect.
Repro: 100% on affected GPUs

Still occurs in runtime, so going to move this to the new bug db and see about fixing for 2.3.3.
