Summary0030600: Windows: Dragging a game from a laptop to a secondary monitor on a different GPU causes games to crash
DescriptionWe've had multiple users come in saying that when they're testing games on a laptop which has 2 GPUs one integrated and one dedicated that dragging the game from one to the other causes the game to crash as we don't handle the change in driver.

We should handle this gracefully if possible.
Steps To Reproduce1) Whilst on a laptop with 2 GPUs run a game
2) Drag it from your Laptop screen to the secondary display
3) See that this crashed
