Summary0030404: General: If the IDE can't write to ProgramData it attempts to write to Local AppData instead
DescriptionAs the title says if we can't write to ProgramData for any reason it makes files in the root folder of Local AppData, when it shouldn't.

Expected: The IDE shows a dialog that the Windows user is not allowed to write the files GMS2 needs and to check their file permissions and potentially reinstall GMS2. Confirming the dialog safely closes GMS2.
Steps To Reproduce1) Block access to ProgramData
2) Run the IDE
3) See that we make things in Local AppData instead
