Summary0030212: General: room_restart() makes persistent room's hidden instance layers visible
DescriptionIf you have a persistent room which contains an instance layer that's marked as not visible in the room editor and you restart the room in-game, those hidden layers are made visible.

This does not happen if the room is not marked as persistent. game_restart() does not do this either.

Issue only happens with persistent rooms.

Cleaned the sample to be only the resources required to repro. Also added the F2 game_restart() bit.
