Summary0030163: General: Laptops without batteries are not detected as laptops, cannot enable laptop mode
DescriptionIf users are running GameMaker Studio 2 on a laptop without a correctly functioning battery, then our criteria to detect running on a laptop fails and thus laptop users are left unable to activate Laptop Mode.

As such this breaks the feature, and therefore the solution is to provide a preference that enables users to allow laptop mode on any device.

1. Users can allow laptop mode via a preference, which will then expose it in the toolbar as if they were running on a detected laptop - allowing them to then turn laptop mode on or off.
2. Laptop Mode is only enabled by default if the user is running on a detected laptop with 1 or fewer active mouse peripherals.
3. Laptop Mode state (on/off) is not saved with the IDE and is not a separate preference, so as to not confuse people who may have forgotten that they turned it on - or letting other people use their GameMaker Studio 2 who then turn it on.
Steps To Reproduce1. Take battery out of laptop
2. Run GMS2
3. See that there is no laptop mode
