Summary0030135: Game Options: "Project Start Date" doesn't take daylight savings into account
DescriptionYou can see that on creating any new project its "Project Start Date" doesn't take daylight savings off into account, so doesn't result in the creation time as you would expect. Currently, all my projects started an hour before I ever created them (now THAT's productivity!).

Expected: The Start date/time always matches the current clock at the time I create the project. Alternatively, if we're only doing the UTC time, we should make this clear as part of the date value string or the label next to the field.
Steps To Reproduce1. Start GMS2.
2. Create a new project.
3. Open Game Options > Main.
4. Observe the value for "Project Start Date"
