DescriptionUsing the built-in gamepad functions, Xinput controllers (slots 0-4) can control the game without it being in focus, while Dinput controllers dinput controllers (slots 5-11) disconnect and cannot impact the game when it loses focus. These should be consistent.

End user requested that both pad types can control the game when not in focus, but I noted down in the FSD review that it was agreed we would block both types of pad from interacting when the game is in focus - confirm with Russell before doing any fix.
