Summary0029427: Windows: Runner fails to launch correctly when no audio devices enabled
DescriptionIf you attempt to launch the Runner on Windows 10 without any audio devices enabled, the Runner will fail to launch.

The Runner log gets to:

C:\WINDOWS\system32\cmd.exe DONE (0)

WASAPI was not handling no device properly and:
(a) sitting in a while loop forever
(b) not setting the error code it should have done
