Summary0013800: Functions: No shader_get_name function, nor asset constant in GML
DescriptionAll game resources have an "asset_*" constant, and they also have a "*_get_name()" function. However there is no "shader_get_name()" function, nor is there an "asset_shader" constant.

These should be added to make things consistent with all the other assets.
