Summary0028455: Windows: Running in Fullscreen sets FPS to 60
DescriptionIf you begin running your game in fullscreen at any point, the game FPS will be set to 60, ignoring the desired FPS.

Swapping out of Fullscreen will return the FPS to the desired value.

Steps To Reproduce1. Open any reasonably sized project.
2. Verify FPS (Game Options > General)
3. Enable debug overlay (show_debug_overlay(1))
4. Run in windowed mode, observe desired FPS.
5. Run in fullscreen mode, observe your FPS is 60.
6. Swap out into windowed mode, observe desired FPS.
Additional InformationOnly tested this on Windows so far. Other platforms to follow.

The monitor I was testing this on is a SyncMaster S23B300, which runs at 60hz. Possibly related?
